I'm confused,

isn't Metal 4 just adding frame generation (and ray reconstruction)? Is there more it is doing?

Metal 4 has completely redesigned the command submission APIs, along with some considerable changes to barriers and resource management. The API is now much more similar to DX12 (which simplifies porting) and should reduce the driver overhead further.

It could be an overall performance increase from Metal 4 and macOS Tahoe together in addition to MFI. There could be also better MetalFX upscaling but we'll see.

Does it make it more complex to use for someone who is not porting a DX12 engine?

The new APIs are designed to be more explicit, so the complexity is higher than before, but from what I’ve seen so far it’s all fairly logical and not even comparable to the idiosyncrasies of Vulkan or DX12. The documentation is a bit bare-bones though.

Still, not something I’d recommend the absolute beginner to start with. Too many concepts.

Is this a front end for Nexus Mods, or your own home grown thing?
It's a direct port of Vortex (The Nexus Mod manager), which infamously doesn't work with Crossover. It will support native macOS games and windows games (Parallels, Crossover) as well as all game stores.

Really just did this because I was spending more time manually finding, installing and updating mods in Cyberpunk than actually playing the game.

It's at about 90% functionality at the moment. It can log in to Nexus, download and install mods and extensions cryptographically signed. Just working on making the game extensions work with all of the above mentioned file-paths.

Actually in Tahoe RC performance is worse with MetalFX for CP2077, in 4K native on Ultra settings I have around 31FPS, with MetalFX on quality 34FPS, with FSR around 62FPS.
Previously I had with MetalFX Ultra 4K with SSR on Ultra 45fps. So something going on with Tahoe, Metal3,4 & MetalFX. But we will see next week if they have a patch ready or something.

Saw this on IGN but can't find any confirmation. The FAQ page says "The game will remain available only on PC at least until the full release of Escape from Tarkov" which opens a possibility of a Mac port upon release. It's made in Unity so it wouldn't require too much work.

That post's for Hitman: World of Assassination.

The one that released recently was Hitman: Absolution, a different game.

Video of someone trying Resident Evil Requiem on what appears to be a MacBook. Could be cloud based perhaps?
I sooo hope it'll be ported to Mac. I hate how the Mac is often treated like a lesser platform that does not even get a mention.

They all were announced at WWDC and InZOI and Lies of P:Overture were released a while ago so nothing new there.
