Funny how it works. I actually don't like that Macs do that.
I prefer the active window to be the only active window and have to activate anything in the back to make it start doing stuff.

Yes, we all have our preferences! I spend a lot of time typing in a window while scrolling others for reference so for me the way macOS works is perfect but once in a while I find myself trying to type in a window I'm scrolling so I can see how it could be annoying too.
Problem with Windows is the complexity of Windows and it's very open framework, take time to understand the OS and the applications and Windows presents very few if any issues.
In control panel (Win 10) you have a switch: scroll background window when mouse pointer is over it: on/off
so IMHO it's the best solution. +1 for Windows.
