I convinced the new director of my department to buy one (although I don't own it), and she did indeed got it two weeks ago. We chatted about it a couple of days ago.
She loves it. She showed to me how it changed her workflow, how she almost completely replaced paper, and how fast (intuitively) she does everything. It really improved her meetings, and how she handles information gathering.
Can she do most of what she's doing with a laptop? Most likely yes, yet it doesn't feel natural. Point and click, switch from this to that, open the laptop etc. She told me that with the IPP she feels like that she carries around only her yellow notepad, yet she has everything else with her, including documents that she didn't think she needed for this or that meeting.
Being in government, this allowed her to replace many binders and stuff. She is now in better and constant communication with everyone else and her desk is almost empty(a rarity in government).
Again, almost everything she does with the iPad pro could probably be done with a MBA, but the "naturality" of it is the real game changer on top of the "paper replacement" (govmn't will never completely replace paper!).
Basically after I convinced her to buy one, she convinced me that given my wife's line of work (HR Manager) she needs one. And I will get her one.
In addition, all the other directors now want one.

she told me that she was in a meeting, and while the various people were talking she was able to create an incredibly quick, yet graphically cool, presentation to show at the final Q&A. Thanks to the split screen etc, she was able to gather the data (some from Excel), and move it to Keynote and do something that was never done before here. The presentation-on-the-fly allowed her to present her data with the question, just by holding the screen up for everyone to see (no need for projectors since it was a small meeting), swiping between slides.
