What if I put in a non att sim, would it bypass that screen and allow me to do everything other than make calls and use 3G data?

MAYBE STUPID QUESTION: Can Iphone 4 be unlocked? jailbroken?

What if I put in a non att sim, would it bypass that screen and allow me to do everything other than make calls and use 3G data?
i doubt so. I've even pluck in a att micro sim card it won't let me bypass the activation.. my iphone 4 now is as good as a paperweight.. 
can't use a ipod, can't connect to wifi.. just show me a emergency call thingy..
my story was, i bought mine off ebay and that when i plug it to itunes it shows the activation page whereby there is the seller's mobile # which he uses to buy this iphone 4 and that i'll have to key in his billing zip code and his last four of SSN. he's a nice guy, has been also helping me to find ways to make it work but i still stuck with the activation part and now i don't if even they come out with the jailbreak and unlock for iphone 4 will it be able to save me..
