I'm still a "newbie" at this but, my guess would be around 12 noon.

In the past Apple has released products on Tuesdays in Feb.

Well they did announce the iPad on a Wednesday so in 2010 Apple may release products on Wednesdays, just an idea.

I not saying you wrong but I've never seen the apple store down.

The store is, unfortunately, working just fine for me.... I'd love an update today, but I feel like they'll probably let the media have another week to digest the iPad before they go and throw new products at the world... i dunno just speculation. I've got the money all saved up in my online savings account - i'm ready to pull the trigger as soon as Apple lets me!

The NZ store was never down, it was just the Canadian, US and Mexican stores

That does seem to be the magical day for Apple, however, the last MacBook Pro update was on a Monday

Apple can't offer the iPad for sale until they get FCC approval, not even preorders. They have this little note on the iPad's website:

What would prompt you to think this? They cannot take orders of course until they have FCC approval, but they can certainly take pre-orders. They can take pre-orders for anything they want. They could take pre-orders for the 2015 MBP refresh if they wanted to. You know, the one with the Octo-core processor, 16 GB of memory, and a 2 TB hard drive. A pre-order is simply you giving them your money in exchange for possible future product.
