Maybe apple just has too many in stock to bring the new ones in....
Either way, I still se many people buying the d2c's without any idea of the possible refresh, which makes apple say "we are still selling the old technology at this price, well just bring in the new ones when sales go down".

I bet they've had the new refreshed MBP's ready to sell but they don't see a reason since there are still buyers paying top dollar for this stuff

This is totally implausible. Firstly, Apple inventory management has always erred on the side of caution. There have historically been supply shortages, not oversupply.

Secondly, to keep stock on hand is very expensive! They have to make component purchasing decisions months in advance of production, and we're talking about stuff that has a short shelf life here. Warehouse space costs money, especially if you have traditionally operated with low stock levels (which they have). While Apple are cash rich, they're not stupid! They are not going to increase their supply chain and logistics costs to shift old stock at the normal price and only for a short period while those old stocks are sold. It is much easier and cheaper to offload the old stock in bulk to someone else and shift the business risk with it.
