WatchOS has a fix for no haptic feedback on notifications. From the release notes:

---Resolves an issue that caused haptics to not be delivered for silent alarms

I am currently getting burned by this one. I can't wait for 4.1 to be released.

Yesterday I left my phone at home (and turned on) while I was out. Over the five hours I was gone, my watch notified my correctly of every message and email sent to me. I guess sometimes it works, and sometimes it doesn't.

I'm going to do the same test today.

For the problem I was commenting on, place your phone on silent using the switch on the side. Now turn off sound on the watch. It should still vibrate.
 
Mine seems to be a problem only when I’m on a WiFi Network. If I’m on the cellular network I get all the notifications.
