No it wasn't. The issue existed prior to Vista's retail release and it bled over past the retail release date. It was already big news before Vista hit the shelves. Some of ZDnet's authors were also Technet devs, and what they shared publicly in their articles were common knowledge to the rest of the Technet community.
There were over 10,000 active technet developers involved in testing Vista in its early stages. I was active when it was in Alpha mostly with its (then new) network stack changes. The issue the Intel Extreme Graphics IGP had with Aero had to do with how much shared memory performance varied between different chipsets of the time. Even installing an AIMM (AGP Inline Memory Module) had hardly any effect on its performance because the amount of memory wasn't the problem, the efficiency between the system bus and the graphics chipset was.

Perhaps you're right, Vista may not be the best comparison to Lion but Windows ME is. Lion incorporates a lot of unwanted changes that most users don't want or need and it's proven to be very unreliable.
