No.

One of them is merely AN APP.

The other is a device that has to run certain software.

One is kind of more complicated than the other.

It'd be like saying a car and a bicycle are pretty much the same thing.

Not at all. Realistically we ARE talking about both hardware and software. The Xbox One is a device. Despite being in a different class of devices, has companion software which allows rival companies' hardware to interact with said device.
Now look at the Samsung Galaxy Gear smartwatch. It was compatible with one device upon release, and is only compatible with others upon a software update on three other devices, all of which are produced in house.

Awesome, so the Xbox One is compatible with iOS and Android now? OR is a glorified way of controlling the Xbox One compatible with the two mentioned Operating Systems? Because if it's just a controller, then it goes back to software vs hardware.

It's easier to make software that isn't tied to a mobile OS platform neutral than a piece of hardware that is heavily tied to an OS (Touchwiz basically) to be cross platform. I mean, we don't have iMessages on an Android phone for a reason.

That's what the Smartglass app is: a controller, along with being an Xbox live client. It's only useful for me as a keyboard for searching Netflix and replying to messages.
If the Galaxy Gear is to be a viable product in any way, it should at least be compatible with any Android device. But, like I said, it was compatible with one product at launch and few additional devices later on. There should have been some at least partial capabilities with other devices.

And we DO have iMessage on Android... Unofficially. It works, but isn't supported by Apple of course. It's deliberately limited to Apple devices just because they want it to be that way.
