How can I be so sure? I've got a "spidey-sense" about it.
When most were claiming back in Jan/Feb 2018 that a new Mini was coming in March 2018, I said that it most likely wasn't going to happen... when the 2018 iPad was released in March 2018, rumors then shifted to June 2018. At that point I said that no new Mini would be announced in 2018 and that it would be March 2019 at the earliest. June '18 came and went, no new Mini. Rumors then shifted to Nov '18. I warned those who were waiting until Nov for a new mini that their wait would be in vain.
I'm not seeing a slow down in new iPad models.

Having said that, people shouldn't make a purchase decision based on what I say. I'm just explaining why I believe what I believe.
Hmm, I hope you’re right so you can enjoy an iPad Pro that hopefully will fit your expectations.
I just don’t know if I see Apple doing an upgrade so soon this fall with the 10-year anniversary on April 4th 2020. What would they celebrate in April then if they did the upgrades 6 months early in October?
But let’s say you’re right, I see MAYBE Apple giving 6GB RAM, lower prices by $50, faster processor, and maybe true HDR or 120hz refresh rate with videos (the last one is very iffy.) Looking at my 11” and 12.9” in front of me, they are essentially perfect *knock on wood they don’t suddenly break on me. lol.
I do know if they release an iPad and it’s not a huge upgrade, i’ll still have a hard time NOT upgrading. Back when I first got the iPad (2010) I wanted a newer iPad for the speed and screen, I was planning to save for the iPad 3, but just never had the opportunity, and I was waiting until they had an all screen no home button iPad. My favorite number is 3 and so I didn’t want to play the upgrade game for a couple years and just get the 3rd gen and use it until I wanted more... but the 3 was full of errors and I luckily had no money to get it... but then I waited for the Air 3 and it didn’t come out until 4 years later... and came with an outdated look and sucky RAM, speakers, screen quality, and other hardware specs that were just not up to par, except the processor. When the iPad Pro 3 came out I was like “okay, that’s the golden goose, that’s the iPad of my dreams.”
Even now though, hearing of a possible upgrade again I start to question if I should return the 11” since it’s still within return policy. Then sell the 12.9” in July or August to get the best return... but logic comes in and says, “why are you stressing about this now, the processor will be 5% faster maybe, and MAYBE they’ll throw in some extra RAM, but what can they do to truly make the still young 3rd gen iPP ‘inadequate?’” lol
