It would be added to their account and they'd have to file a non-paying bidder report to get their final valuation fee back. However, if it crossed a payment slot before it was resolved, eBay would try and get their fee!

Back on the phone, I'm sure that if you keep it long enough the value will only go up as long as it's kept unopened (it will become a truly iconic device of the early 21st century IMO). However, you need to think of this as a long term thing - 25 years+ at least

You might want to reconsider your second example. The bidder is NARU with 0 feedback, probably from bidding and not paying for items. That was a buy it now closed by a deadbeat bidder. Not exactly a good representation of a real sale.
 
It may be worth something following a post-apocalyptic nuclear fallout...given that it survives and is still minty fresh.
