My dad has an iPhone 7 128 Gb Matte black after installing a new temperglass on his phone a dot looks like debri under his display I took the temperglass off to verify it was not the temperglass he told me it does not bug him at all what you suggest he do at this point wait till the Debri more noticeable for him to take to apple ?

I did the same a week ago and I see that I didn't wipe the screen well enough before I installed the glass protector.
There's a few pieces of dirt here and there but not sure if I want to try removing and reinstalling. It's not bothering me that much and I know it's not inside the screen but between the glass and the protector I installed.

I took the screen protector off and the debri still there it look under the display

Get a new screen protector ....specially if you only noticed it after you installed the tempered glass screen protector
It's not that it's under the display of the phone

Not even sure maybe the display was not sealed tight

Another theory that could come in to play is what if the dust was there and now the glass screen protector magnified it to 10x bigger and you can see it better and bothers you , your Dad and your Mom.
If that's the case I'd sue the glass protector manufacturer for magnifying an exist problem and causing further distress to your household...

I installed the first one on his phone back in sept then he had tons of bubbles on his phone made me install a new one and it appeared took me three screen protectors to get it right installed

What are your suggestions go to Apple now or wait a couple of months till he has more issue with the phone

I'd go right now before it gets even worst. Or try holding the vacuum on the screen to see if it's sealed correctly. If dust comes off then try that flex seal on the edges. The one they advertise as seen on tv.
It could be a bad gasket.

The bad thing it on the same spot mine was back in sept it's tiny like mine I will hold off till he mentions it to me

Is it possible a speck of dust gets on the screen protector, you stick it on the phone, and then the dust is stuck to the screen?
 
But, you also risk the new iPhone having a bigger problem.

I will just make him buy a temperglass at aple store like he did for mine so issue don't happen again


Just have him get a new tempered glass screen protector and have someone who is good at applying them do the job. That's what I do; I can't install those things worth a crap.
