Data leakage

Go to usage and reset the data counter. You may notice that you have a data usage even without accessing the cellular data.

It appears to be a data leakage issue with iOs/Verizon. I noticed an increase in my data usage even though I wasn't doing anything special.

You can google and find the infamous iOs data leakage issue. See here for example: http://www.allappleallday.com/2013/05/hey-you-get-off-of-icloud-its-using-all.html

One sure way to turn this off is disable iClouds. My data usage came down to normal. Not sure Apple and/or Verizon is aware of the issue.

I confirmed this in my iphone which is running 7.0.3 and ipad mini running 6.1.3. I gave up trying to diagnose the issue once I disabled iCloud and the data leakage went away. It may be a bug related to how iCloud try to keep track of the device and do back up.

I was disappointed that find my iphone feature was disabled but it was better than paying Verizon through the nose for data I wasn't using. YMMV.

Most won't even understand 29 GB.

Most wouldn't understand over 10 Terabytes total transfer in a little over a year just on my iPad. One month I used 430GB. However on my phone I'm usually between 7-30GB.

What exactly do you do to get that much data usage (like 430 GB in a month), out if curiosity?
