Mac or PC is not the issue. He wants to run a specific program, which any reasonable laptop will run just fine for a lot less than a Mac. You could get a nice large monitor with the savings and still have a lot of extra cash.
So what's the issue? You'll have to put Bootcamp or a VM on he Mac to run RC Flightsim. So you really aren't avoiding PC issues and adding a new set - anytime something gone wrong it'll be the Mac's fault. Can't use the Futaba controller? - must be the Mac.
Win7 is not a bad OS; and it seems an inexpensive laptop will meet his needs. I'd find a nice, sturdy laptop PC with a decent graphics chip and go from there.
This isn't a case where buying a cheap tool (or digital camera) will lead to frustration because it won't work well or break at a bad time - you're trying to gold plate a solution that doesn't need it.
