My Home screen is different

so jealous of the above screenshot. but I've had so many problems with my 3G that the thought of jailbreaking just seems dangerous, especially considering how often I have to stop by the apple store for fixes. Is that Cydia icon the video recorder?

Would it be possible to make an App that can make allow users to add artwork and customize their homescreens, or is such an App not possible on the current iPhone OS ?
