You're probably using a beta of iOS4, not the GM. Make sure it's version 8A293.

I am not having any of those issues... It feels snappy. I have Settings, Mail, Photos, Phone, Messages, Safari and Facebook in the multi-task dock and it seriously is running better than 3.1.2 did for me.
What have you installed from Cydia?

I've installed nothing from Cydia at all mate.
The animations when returning to the home screen are a little choppy, and while the animations on loading the multi-tasking menu are smooth, when I go into (for example) my phone app, it takes a good 5 seconds for a contact's details to come up when I tap their name.
Wow. That's interesting. Mine is not acting that way. Five seconds is a very long time. That would drive me crazy as well.

You won't need to jailbreak the 3GS, because it has home-screen wallpaper and multi-tasking by default. iOS4 on the 3GS is spot on, but on the 3G it's a waste of time.
I'd rather Apple dropped support for the 3G along with the first generation iPhone ... honestly, I'm so happy to be back on 3.1.3.
If you use iTunes 9.2 beta and the appropriate iOS4 ipsw for the 3GS, you can update to iOS4 for the 3GS without having a developer account because the file is now a Gold Master.
What features is jailbreaking giving you? I was under the impression that the 3G will have some of the features of iOS4, (i.e. menu wallpapers) but not the multi-tasking aspect.
Does it support menu wallpapers as standard?

ie - I tested tap tap revenge 2 and went to switch apps (so the game pasued), switched to messages, then went back to tap tap. However, when I went back to the game instead, of starting where I left off, the game loaded again like I had never pasued the game before.
Any one have this type of issue?
I don't believe for a second that your animation when the apps return onto the home screen after pressing the home button once to exit an app, is as smooth as it should be and is on 3.1.3 or even 4.0 for the 3G.
If you've read my posts since the one you quoted, which formed my opinion after extended use, you'd see that I found it unusable eventually.
Some people will put up with it, but the drop shadows DO hinder performance. The double tap of the home button and the accessing of the multi-tasking bar was smooth on my 3G, but I couldn't put up with the poor frame rate during the animations when the apps returned onto the home screen ... I'd have been willing to take a slight hit, but it was too noticeable for me.
The 3G's not meant to do it with all the shadows, etc ... that's why it's not in there to begin with. I accept that now.
