Its M1 pro 16 inch 16 gig. I read it could be using time machine when you bought the computer. This time machine HD goes back to 2015 macbook pro , then m1 Macbook air and then the present machine. MY question is if I did a reinstall of the os clean could I then connect time machine just to install my programs and files? Thank you

You should be able to just restore your Applications and Files after setting up the OS by mounting your old backup. It's not a guarantee that every application will work, some may need to be reinstalled.
