Nobody is being forced to update to iOS 9 on the 4s. But they are given the option to do so, in exchange for the latest app support and features. This actually extends the useful life of the 4s, especially as iOS 9 will likely get better over time.
Until you, for whatever reason, are required to restore.

Not really, just wanted to talk about it

Apple can't win! If they don't give the 4s the update...people complain Apple made the phone obsolete (even though it does all it did the day before the release)... And if they do give it the update then everyone complains the phone is slow and they have to get a new one.

What do you recommend they do?

Maybe you would prefer that Apple not upgrade their phones as often and we should only get a new phone released every 2 years?

Just give users the ability to revert back to the last iOS version that actually worked well.

Else, they're effectively ruining the device and there's nothing you can do about it really.
