Just got my iPad 4 today, and I upgraded it to iOS 7.0.4. I've currently got 6 tabs open, no refreshing, no crashes. I could never do this with my Air.

Needless to say, I'm happy now.

According to those that are beta testing 7.1 that has been addressed. Keep in mind that the A7 is a 64 bit processor so some Apps don't take advantage of it or are not optimized for the A7.

In time that will get sorted out.

Not from what I've seen. Most of the people I've seen reporting on 7.1 beta have said that the crashes/refreshes are still there.

I've been monitoring the beta 4 thread and those that have done a clean install have pretty much eliminated Safari and low mem crashes.
 
what tweak can i use? I've been looking for one.

I'm currently using betterfolder and it allows 4x4 folder icons and nested folders. I also use foldercloser so when I close apps from a folder, the whole folder closes and I go straight to home.

i completely forgot about folder closer, I'm surprised apple makes you have to close them.
 
upgrade to iOS 7.04 NOW then jailbreak

iOS 7.1 is just around the corner and it closes the jailbreak loop hole so you'll be screwed. i upgraded my iPad 4 from iOS 6.1.2 to iOS 7.04 as soon as the jailbreak came out.

in all honesty i HATE the design interface but w/e. 6.1.2 had too many quirks and it killed my battery. iOS 7.04 runs smoother on my iPad 4 than 6.1.2 did. the extra features are a moot point, i had most if not all with my jailbreak
 
It is noticeably slower at UI-related navigation, because it doesn't acknowledge any touch to the screen until after the animation is done, and settled, and then another 0.5 seconds. Even my iPad 1 is faster at many UI tasks than an Air due to this.

It's too bad you can't try it without committing 100%. One of the only platforms where that is the case, that I can think of.
 
I have an iPad Air with iOS 7 and an iPad 4 with iOS 6. The iPad 4 is definitely the more stable of the two platforms. iOS 7 kinda reminds me of some of my older Android devices. There are times when you tap or flick the screen and nothing happens for a long time that it feels like your system has hanged.
