I’ve not read all the replies, so apologies if it’s been said. I have this issue but found a solution after reading the comments on Lou’s YouTube video.

Face ID & passcode
USB accessories

Toggle the switch on. Now my XS Max charges as soon as I plug it in, without having to wake the screen.
 
It's purely a sleep mode issue. Turn off phone. Plug phone into charger, phone turns on, like all past models, and phone starts to charge. Put phone to sleep, plug phone in right afterwards, and the phone begins charging. Put phone to sleep, wait a minute or 2, plug in and phone won't charge. It's a simple software bug.

My Xs Max appeared to have the issue while running iOS 12.0. However, I have updated to the iOS 12.1 Developer Beta and the charging issue seems to be solved. I believe this is only a minor software problem.
 
Then you know they are talking about data accessories not about charging your phone.

I like Apple as much or probably more than most in this forum but I'm not about to discredit this issue by saying that Apple says in order to charge the phone you need to wake up and possibly unlock the phone is just plain ridiculous.

In the link you posted it says:
"Your iPhone, iPad, or iPod touch charges as usual when it’s connected to a USB power adapter."

Also, I agree its software, however, I don't feel like this is some obscure bug, it should have been caught during testing. This is a premium product and as a consumer I expect it to charge without issue.
 
I can confirm this is a software bug. I was having this issue and was able to reproduce it consistently on 12.0. Just updated to 12.1 and have not been able to have it happen any more.
 
I realized I had not actually tried charging my phone straight from being asleep. Turns out it doesn’t charge. USB accessories on doesn’t help. Hoping it’s just a software fix because I decided to keep it!!
 
When the iPhone is sleeping (black screen) and you connect the lightning cable the iPhone XS Max will not charge. The screen has to be active and then you have to connect the lightning cable to charge the iPhone XS max.

Well, i don't think even the Biggest iPhone like XS Max or iPhone 11 Pro Max can charge other phone. So, just like what you said, iPhone 11 Pro (even it has bigger battery) will never ever charge other phone even smallest phone. For iPad, for sure since it is big enough but iPad charges other phone really slow just like other Laptop or maybe even slower... But if iPhone 11 Pro can charge other phone thru some technology gadget for sure it will drain 50% in just 1 minute considering how small the battery is.

iPhone 11 (Pro or not) wasn’t even talked about, let alone was out, over a year ago, which is when all the discussion is from.
