All iPads New to Apple products, is the iPad right for my son & I?

So, let me get this straight, the iPad5 = iPad Airplay, same thing, right? Has the sizes/prices been released yet and also any date/time for a release? I'm really stuck on weather to buy the Air or just wait for the iPad 4 to drop down more. Will the refurbished iPad 4s from the Apple store online drop down in price again?
