Why would you even ask given that attitude?
 
I have the same machine and can state that's not normal.

iGPU in this Macs are fine to handle a single monitor running 4K @ 60Hz. One can say it's enough to push 5K monitor too.

The first thing that comes in mind looking your videos is the scaled resolution. Are you running scaled resolutions on any display?

Are you using them both on?

I'm running the 10.13.4 Beta and this beta has addressed several performance and glitch graphics related to Intel iGPUs. If you are experiencing such thing, you should try it.

The Public Beta is pretty stable. You can tray it. Don't forget to Time Machine your Mac first!

Not scaled resolution for me - both are "default". Hmm, I may try the 10.13.4 beta, or I might just wait for it to release.

HD650 can't handle this kind of arrangement. You could even attach another 4k monitor and it will drive all of them. But you can't do it while using Open CL to accelerate drawings.

If you close your MBP lid, you can use the 4k monitor with no delays. That's what I do here. But using the two displays at the same time I can manage simple apps, like Mail and Safari. If one of those apps use GPU to accelerate drawing, everything just craps.

While Adobe CC uses Open CL you must turn off the internal LCD by closing the lid. Using an external mouse/keyboard is mandatory as keeping MBP plugged in wall. You will have excellent performance.

It is also important to note what kind of connexion you are using to drive this monitor. What kind of cable/adaptor are you using to drive the LG Monitor?

We need to make sure if your monitor is running at 60Hz.

Thanks for all replies. I took a look in the Activity Monitor and everything looks fine.
Launchpad and Mission Control opens smooth and without any stutter.

I tried the same on a 24" FULL HD Monitor and its nearly perfect. It feels like the Graphic chip is too weak to handle it on a Retina / 4K.

On Windows I would now do a full reinstall, does it make sense on mac OS?

The integrated video card is weak for a 4K display. I have a Windows machine with an integrated video card and it is also a pain to run it on a 4K display.

However, you should get better frame rates. How are you connecting the display to the Mac? Are you using HDMI or DisplayPort? And which version? You may be getting only 30 frames per second instead of 60.

You may be also using scaling. macOS handles scaling very well, but the way it does it consumes a lot of resources. If you have a 4K display, but uses a resolution that resembles a "retina" 2560x1440, it means that macOS is rendering images at 5120x2880 (2x 2560x1440). And that is a LOT for an integrated video card to handle.

Also, take a look at this: https://support.apple.com/en-us/HT208544. If you plan to use a 4K display, and you do not plan to buy another computer, then you may want to have an external GPU.
 
I also have a MacBook 2018 13-inch with 16GB and I have the same issue. Super laggy interface. Windows jumping in resizing. I'm talking the built in 13-inch screen. I even feel like my MacBook Air 2011 Touchpad was much better, it sometimes just releases the mouse even though I'm still pressing with my finger.
