Something is weird there. Voice Dial is enabled only if Siri is disabled. Yet your settings show both Voice Dial AND Siri.

What's that icon in the lower right of your screenshots, by the way?

If you restored from a backup, it might have carried over some screwed up stuff. Do a reset all settings thing. If that doesn't work, do an erase all content and settings.
 
Try a hard reboot, holding home button and lock button together until Apple logo pops up on screen, then let go. Otherwise do exactly what Carlanga said! Later
 
OP, you have been asked more than once to show us a PICTURE of the phone itself. Please provide it..

iPhone 5S has the larger dual flash. The iPhone 5 has the rounded smaller flash

Yes, it's usually fine, but there's obviously something majorly wrong with the firmware on his phone (that, or it's a 5 or 5c, not 5s), and in that case a full, clean restore seems to be in order.
 
I'm pretty sure this is just a joke of a thread. Very easy to replicate the screenshots without having the situation happen as it was presented. Until I see a pic of his 5s showing the home button and that options screen, I will not believe.

This is definitely a joke of a thread, but the joke is more about people demanding "proof" of one variety or another.

Why care if he's for real or not? The appropriate recommendation is that he needs to contact Apple to get his phone fixed if a restore doesn't fix it. Done.

Demanding "proof" and so forth is insulting if he's for real, and playing into his hands if he's trolling you.

BTW, your request above is very easily faked: screenshot the options page on a 5, send the photo to a 5s, display screenshot from photos app, take picture (with phone sitting on a copy of today's paper if you like)

That's actually a new option that allows you to turn off the Voice Dial feature of Siri when accessed from the lock screen (eg. "Call blahblah").

It's potentially confusing as Siri is replaced by the older Voice Control interface when disabled, which has a similar name.
 
My guess is that OP is using his phone with corporate email or a similar corporate service. Exchange email as well as Mobile Device Management policies can restrict use of fingerprint as a security option, and this is why it wouldn't appear in the settings as shown.
Look in your settings for Configuration Profiles with restrictions, and make sure that your corporate email doesn't provide restrictions.
 
I had this problem on a phone that I purchased at an att store on day one. They opened the box, added my account and gave it to me. By the time I got home it was up and running. They told me that an att phone came unlocked and needed to put in a code for att only. When I tried to setup fingerprint it only displayed pass code just as described here. I called apple and after being passed from person to person I finally got to second tier iOS and they solved the problem. As I remember we first did a hard reset and then walked me thru many settings. I suggested to them that they provide instructions for this on their site as all their instructions started with the premise that the phone already had pass code an fingerprint present. Since then I have found three others with this problem. Sorry to see the abuse of the nonbelievers.

I agree. I guess it makes sense for that setting to disappear if it doesn't detect the hardware. Potentially a good feature to keep your phone working if the sensor goes bad. But luckily it's a new phone so just go have it swapped out.

Get a replacement iPhone.

I had a problem with my fingerprint reader not working at all, so I did a restore and the setting was gone from my phone.

Turns out the reader failed, so they gave me a replacement phone.

Well if you already did the hard rest and are running at least 7.1 I would just walk into an apple store.
