I have an IPad 16.7.12 I want to connect to Samsung tv with lightening port. iPhone connects fine with USB-C to HDMI cable. Tv recognizes IPhone signal. I bought USB-C female to lightening male adaptor. Adaptor fits fine on USBC-C cable. I plugged it into lightening port on IPad, but the tv won’t accept IPad’s signal.

Those Lightning (no 'e') to USB-C adapters almost always only support power and data transfer. I've never seen one that supports video.
You will need to use the Lightning Digital AV adapter instead. There are third-party ones that are cheaper, but I don't have any experience with those.
