I just completed the first backup on a new disk and 30 minutes later I see TimeMachine saying
"Backing up 1GB of 2.75GB"

I see this a lot with other TM drives too when I know that I haven't created 2.75GB of new data on my Mac.
What's going on in this instance? Surely they're not system files. They're definitely not new user-generated files as I know exactly what I am working on and the size of the saved files.

I'm not sure but maybe they are apps updating in background.

Or your browser cache/history/etc?
 
Is it a new mac ? Maybe it has downloaded some stuff from iCloud and now time machine is copying that data.
 
No, it's not a new Mac.
It could be Apps in the background but I just manually started a backup and again is says Backing up 1.07GB of 1.22GB

That's in the couple of seconds since I originally posted.
