I have not been able to find any rumours on the continuation of a small screen size iPhone.
Personally a small (4 inch), super sturdy, reliably working, pocket friendly smartphone is best describing my needs.
But please, let it be fast as hell, tonnes of RAM, and include all the bells and whistles from their very big brothers and sisters.

Can it be done before the 7th of September?

Well there is the iPhone SE
 
It just came out in the spring. If Apple were so do anything with the SE now, they would drop it like the 5s would have been anyway. Of course if it's like the 5c it will get two years and be dropped in Spring 2017.
 
The SE won't be upgraded in 2016 and I suspect it will not be upgrade in the first half of 2017 either. It has a very powerful processor and a lower price point (with potential for future price decrease). My guess is it doesn't get updated until Fall 2017. And it might not ever get updated. If the 4.7" size loses bezels and chin parts, it might be a small enough form factor that Apple sees no reason to make a 4" form.

Yes agreed. If they get rid of bezels and couple of mm from sides 12cm (4.7") comes out ideal. I went from giant note 2 to apple 6s then back to SE (had 3 and 4 iPhones before) as I prefer smaller phones as they are light, non-bulky and can be used with one hand.

Apparently the real update will be next year when they plan to eliminate bezels and possibly use some kind of glass/plastic transparent kind of thing you see in movies. That would be nice as the size would be good larger screen but phone would not be bigger or not that much bigger. So, I will wait till next year and if they do not come with something like that I may try out Sony for a change.
 
I don't want my SE upgraded..

I like the 3.5 headphone port...
 
Wouldn't surprise me if Apple runs the SE for like 3+ years, honestly, given how they seem to have no ****s to give about selling super old hardware no matter how much criticism they get for it.

Why would you think that Apple would replace/update a less than 6 month old iPhone? Not even sure if they will do it next year.
 
A family member has one and it is a nice solid phone for sure.
My wife has the 64gb Rose Gold. I can type a text message on it with less mistakes than my iPhone 6 despite it having a much smaller screen bizarrely. It's also twice as fast but that's to be expected.

I wish I could do the same but my eyes must be a little older and I can see my hands are bigger and the Plus size is right for me.

We should all be glad that Apple brought to SE so we all have choice.

Yeah I'm the same even if I prefer or miss having a phone that fits nicely in my pocket. The 4.7" screen is much easier to see although I do fancy a larger screen within the same form factor as the current iPhone 6 size. :)

I know the focus now is on the iPhone 7/7 Plus, but will Apple ever update the hardware for the iPhone SE? Either sticking with the same 5S design and upgrading the internals, or launching a smaller, 4" iPhone 6 style design with updated internals?

For me, a 4" iPhone is the perfect size. Even with the 4.7" iPhone 6 I found the size just a little awkward, would sometimes need both hands and would feel it in my jacket/jeans, whereas the 4" SE just doesn't get in the way and I can use it easily one handed. The performance is fine, the rear camera is more than capable of anything I need it for and battery life is excellent. The only negative is the FaceTime camera, which is low resolution, but I never use it so it doesn't affect me.

Love the SE, and as long as Apple make a 4" iPhone I'm going to stick with that.
 
I would very much like to see an updated SE. I am still riding along with my 5s but it is time for an upgrade. I was really hoping to see an iPhone 7SE release during this event. Had they announced it I would have ordered one before christmas most likely. Now it is just a waiting game with me holding on to my 5s and seeing if they release an SE sometime early next year.
 
I hear they are working on the new SE2, which will be a iPhone4S using a iPhone5 chip!
