Since 99.9999999% of us don't have a problem with charging at all, have you considered maybe the electricity in your house is not that stable? I really don't understand your complaint. It sounds like it charges, just not within 3 seconds.

If so, grow up?

Well I'm actually having the same issue with several computers - but none of them are new. This is similar to the issue people had when the iPhone 4 came out and many USB ports in cars couldn't charge the device.
 
Well what about the charger over been using for my iPhone for over a year? Why doesn't that work? And this I NOT my first ipad. I used to charge my ipad 1 on an iMac core 2 duo without issue.

Every device you just listed has completely different power draws. The iPad 1 was very much like an iphone. Since the iPad 2 however you've needed more than the 5V cheapo usb plugs because the device has a much higher capacity battery.

I don't think that statement is accurate. The original iPad does not charge at all from some cheap chargers. It also displays "Not Charging" when plugged into older computers, something iPhones never show. The 5V charger will charge the original iPad, just very slowly. The iPad 3 is the one that uses a lot more power (for the retina display) and has a much bigger battery to charge.
 
I guess to me is the lack of ability to charge from many computer's usb ports a general problem or just happening to a few of us? I have tried 4 computers and it only would charge from one. One of the ones which it won't charge from is where I run iTunes. I can plug it into the wall to charge but that is less convenient than just plugging into a usb port.

I also need to check about it charging from my car's USB because when power goes out here I use the car to charge phones etc.

You can charge from your car with an adapter. It is not Apples fault that your computers do not charge your device, it is your computers problem. My Lenovo W530 Thinkpad charges my iPad 3 without even being turned on!
 
It is most likely still charging, just not while the screen is on. Most USB ports can't power the screen and charge at the same time.

As to whose fault - if you develop a product and it doesn't work with what most of the world uses then that is a design issue. I haven't heard this issue with full size pads. It isn't as if the computers that I'm trying with are very old - 2 years isn't very old.

Because the iPad Mini has a larger battery than the iPhone and requires more current in order to charge.

The charger that comes with the iPhone has enough capacity to charge the Mini, but not all chargers that will charge and iPhone will have that extra capacity.

I suppose they could have just not made it capable of charging from USB at all, like the Surface.

I was pissed at first since I don't want to set my mini on the ground beside my desk (cable is too short to reach the top from the nearest outlet) but after trying that Asus app, it's working great through the USB on my PC.

The Asus Ai Charger works for me too. Just needed to reboot my PC after installation. Once the Asus Ai Charger icon appears on the taskbar, the iPad mini charges! :D So, for those of us who use PC at work (not by choice :(), this solution works ;). My workplace Dell Optiplex 990 PC is about 1 year old and I'm using one of the 4 USB ports at the back of the chassis.

No you didn't, not at any normal rate of speed at anyhow.

It sounds like you have a pile of cheap aftermarket chargers that don't really put out even the rated current to charge an iPhone. You don't notice on the phone because even at lower current, they still eventually charge. Now that you have a device that has 3x the capacity and isn't as tolerant of lower inputs you are finally noticing. It has nothing to do with 'lock-in'.
 
All Macs that are released after early 2010 (correct me if I'm wrong) supports high power USB output for charging iPads.
