The iOS's usually don't have a gate. It's the new iPhones that have a gate. And there will be one. Be patient.

Actually, thinking about it, Animation Gate seems probable when the 5S's animations are just as fast (which is slow) as the 5's speed.

Prediction-gate. Too much irrelevant predicting about irrelevant things.
 
Lock-screen-music-control gate. I love the idea but I hate the implementation. A tweak every beta and the controls are still sub-par and exceptionally annoying.

Funny things is reports are saying they're even noticeably slow on the 5S.
Because it's not perfomance related it's Apple dssigning them to be pointlessly longer because it looks cooler in some way--form over function.

While not Apple's fault and congruent with common sense, I can see people becoming up in arms about TouchID not working with gloves on.
