I'm on an iPhone 12 Pro Max 256GB.
iPhone Storage is at 212GB of 256GB used.
I'm on iCloud at 2TB plan with 359GB used.
Photos take 108GB on my iPhone.

If I delete all my photos on my iPhone will they still be retained in iCloud ?
 
Yes, they will eventually get deleted either via a sync or via a backup. Do you have optimize storage for Photos on (and messages for that matter)?

I just turned it on - but I am assuming I will need to upgrade to iPhone 18 512GB by next September ?
 
Thank You - I now have 150GB of free space - but I don't get how this happened - I hope the image resolution in my photos are not resized / downsized etc. I prefer to have original HD res photos.

The originals are in the cloud. Smaller versions are on your phone. If you go to edit, or share the photo, it will download the full rez at that time.
