I usually keep track of my speeds and find them to be all over the place. I'll sometimes see 20-30 Mbps in located where I have seen 65 in the past. Lightly throttled or heavy usage at that time? There is a location outside of Brown University that usually provides me with good speed. I've seen just over 70 in May and tested 81 a few days ago. I might take a ride by there to see what I get at 2am before school starts up again.

AT&T Urges FCC to Drop $100 Million Fine, Says Data Throttling Doesn't Harm Customers
A little from that article - AT&T ceased selling Unlimited Data Plans years ago but continues to have customers grandfathered to its Unlimited Data Plans. Previously, the company throttled its Unlimited Data Plan customers once they exceeded 5 GB of LTE data, but in May the company changed its policy to only throttle customers when connected to a cell tower experiencing network congestion.
