On your iPhone, go to Settings > Messages > Text Message Forwarding, then choose which devices to allow to send and receive text messages from this iPhone.

Text message forwarding is not how the watch gets passed texts. In fact, my watch is working properly and I’m receiving both kinds of texts, and it's not even an option in that settings page.what provider are you using?
