it works now (at least for me)

I was having this issue since ~4:30am today. But it just started working ~10 minutes ago and I placed my order.

just wanted to let everyone know that i too have had the same problem. but, i just now got in to place my order at apple.com so keep trying!

Great to see so many people having success! Giblet, were you able to use a gift card?

Yep. The gift card balance hasn't been adjusted as of yet but then I expect it will be similar to a CC where it isn't "charged" until shipped.
 
My solution

Just got through to Apple (wait time - about 20 minutes on hold).

First guy was a tech that was handling overflow calls. He said that my ordering could be "reset" but that part of the site was currently down. He said he knew that the sales department could enter a "back door" and find another way in to reset it. He routed me to that department. The lady typed in my info (wireless number, last 4 social, etc.)... she said the attempt went beyond the "order already exists" page for her and asked me if I wanted her to complete the pre-order on the phone. I told her that I had the unlimited data plan with ATT and I didn't want to lose it. She said it came up on her computer as an option for me and she selected it. No worries. (phew!)

I had her pre-order the phone but she said she couldn't send it to the store as I wanted her to. I had to give my credit card info to her to have it shipped to me on the 14th.

I'm still waiting on an email receipt but she gave me a web order number.

Fantastic news! I was concerned that Apple wouldn't let me pre-order with a gift card and all of this stress would have been for nothing.

stayed up till 2:30am trying and trying to get a damn pre-order in... Woke up at 6am to try again, then the "Order Already Exists" crap... Just now I was able to FINALLY get through to fully pre-order, find out you can only ship to AT&T billing address... Which I won't be available to sign for when the phone comes in..

guess after not sleeping and the frustration of pre-ordering I'll be lining up at my local Apple store next Friday... JOY.

I was having the same issue but just ended up going through AT&T. I did however check the eligibility again ( which just before I ordered with AT&T was still telling me I had an order) and it is fine now. They are definitely fixing the issue so if you are still stuck just hang in there and keep trying.
 
It took almost three hours but the confirmation email is here and the expected delivery date is still 10/14! :)
 
Found in My Cart

I had the same problem as most people are describing with "order already exists". I went back to the Apple ordering page and found that my order was still in my cart from my previous attempts (maybe my first) to get the At&t iPhone 4s. Once I pulled up my order in the cart I was able to complete the purchase without any more "existing" errors. I am not sure if this is the same for you but it worked for me. Look in your cart.:)
