I have been suffering with a problem that started 3 developer seeds ago. Currently running iTunes 11.1.6b5. If I try to download TV episodes or movies I get network resets with an error -3253 reported by iTunes. I have a bug report thread going with Apple. There is a web proxy tool called "Charles". If I have it running then I get no network resets. 13D61 did not fix it.
The same thing happens on my MacBook Air running the same seed but has minimal third-party extensions.
Same here and it's very annoying. I was expecting another seed this week to test the fix for this issue.

We have to remember that there is no timeline set for release of 10.9.3 or 10.9.4. But there is a date set for wwdc 2014 and it is expected that a developer preview of os x 10.10 will be released there.
So another reason for the delay could be just that they are focussing more on 10.10 as a higher priority at the moment.
10.9.3 could still be released before wwdc but the more intense focus on 10.10 could just delay the release of 10.9.3 a bit.
Just downloaded a 970 Mbyte book and the Mavericks installer (5.3 Gbytes) with no issues. Clearly, the problem is iTunes 11.1.6 beta 5
