Hi spinnerlys, long time no see. Unless I'm missing something this is the OP's PowerBook:
Everymac.com: Apple PowerBook G4 1.33 12" (Al) Specs:

Hmm, strange. The 12" (1.33 GHz) model is shown coming with 10.2.7, but the 15" with 1.33GHz, released the same day, came with 10.3.3. As I had both model pages open in separate tabs, I must have confused them.
It seems, EveryMac is confused. (And I'm tired, working since 11AM and it is almost 6AM again.)
Mac OS X 10.2.7 was seven months old, when the OP's PB came out,

Mac OS X 10.3.3 was the current release upon release of the 1.33 GHz PBs,

thus it's time to give EveryMac a heads up of their minor information frell up.
I'm sorry OP, but I really can't help you with your booting problems unless you might have another PPC Mac handy on which you could install Mac OS X 10.3.x and to which you connect the PB via Firewire and start the PB in Target Disk Mode.
