This isn't true at all. You could have a low income but have saved up for an iMac, or you could have no credit history but have plenty of money to buy one.

I'm curious to know why it matters if someone chooses to charge a purchase or not. Many people charge purchases to credit cards when they have the money to pay for them, so they can get the airline miles or other bonuses offered by the credit card companies. Then they pay them off when they get the bill. Regardless, it's up to each person to decide if they want to charge something and what their reasons are. The OP is asking how to charge, not if they should charge.
