you have to have the tethering plan to do this correct? two guys i work with are swearing you dont.

You don't need a Tethering plan to get Personal Hotspot. However to achieve this, you need to jailbreak your iPhone and install an application that allows you to use the built in feature of your iPhone without having the Tethering Plan.
ok i thought so. you think att will start making this free? or will the people grandfathered into the unlimited plan be the reason they wont?

No it wont be free....
Grandfathered contracts can swith out at anytime....so does it matter? AT&T gets theirs either way....
