Picking up at store. Do they require you to let them activate it on the spot?

I got a wifi only iPad as a gift for a family member, apple let me walk right out without opening

And with my 3GS they asked if I wanted to have them activate or me to do it at home.

And with the original iPhone I don't remember what the deal was but i was at home.

If it's subsidized, they activate it in store.

If you pay full price, they probably prefer you do it at home.
