Doesn't work, the new iPad will not play videos with a resolution higher than 1920x1080, no matter how you get them on it.

I took a 4K video and tried shrinking and cropping it into all sorts of resolutions with Handbrake, and 1080p was the maximum it would play in the built in Videos App and also in VLC.

Unless someone creates an app that incorporates its very own video playing functionality (currently they all still use iOS's player shell, probably because it's the most efficient way) anything over 1080p is a no go.

I can confirm that RoyalGalactic's video does work on the new ipad! and it does not scale down. I used the app "download lite" and it played back great. It does stutter when the camera starts to pan but then goes away. I'm guessing the video is being processed by the dual core CPU and not the quad core graphics drive.

I can also confirm that the original post with the 4K video also plays back on the New iPad using an app called HD Player. That video of course is just stuttering the whole 2min and pretty much unwatchable. Audio stutters sometimes and sometimes it sounds great. Again I believe that the new iPad is not taking advantage of the quad core graphics drive to playback videos, my MacBook pro i7 (dual core/mid 10') also stutters when playing 4k video so I can't imagine an iPad doing better than my $2,400 MacBook pro.

Yes, third party apps utilize the dual-core CPU for video decoding, for unsupported formats.
We've done tests with resolution overlays and the iPad definitely isn't downscaling. Putting your nose to the screen you can tell 2048 is sharper than 1920 as well.

Here is a 2048 resolution chart my buddy did: https://s3.amazonaws.com/My-Online-Videos/h264-2048x1536-iPad3-Test.mp4
Ah right, I see. Have you double tapped to zoom in? Which stretches the height of the video to 1536... that'll be ridiculously clear if you're watching 1080p or higher content.

iPad Air Plays 4K Video from Panasonic GH4

For those who are curious, I can confirm that the iPad Air (mine is the 128GB version) does play native 4K video imported via the camera kit from the Panasonic GH4 camera. Playback is a bit choppy at times due to the high 100Mb/sec bit rate but it does work. Looks razor sharp on the retina display. I was also able to import the videos into the latest iOS iMovie app and edit them. Pretty impressive!

Google

Google needs to allow a 4k video option for the retina iPads using the YouTube app! As of right now, I only get a 1080p max option...
