FINALLY FIGURED out the problem! It's not a problem at all! And I tested it out on both my wife's phone and mine.
Don't know if anyone knows this, but the over-zooming of pictures in your Photos app has to do with the Accessibility Settings. If you have your "Zoom" setting set to "ON" your pictures are able to be zoomed in a lot farther. When it is set to "OFF", your pictures will only zoom in so much....I'm assuming to a point where pixelation doesn't occur.
That's it! It was so simple but I only came across it today by accident (which is the way things usually happen LOL).
I for one like having the ability to zoom in farther, sometimes I'll take a picture that is so sharp that it warrants more zooming in to see the far off distant objects.
