How i do that on PowerBook G4?

CMD+OPTN+P+R, hold after turning Mac on. Keep holding until Mac has chimed a minimum of three times, then let go for a normal boot. Then try what you're trying again.

PRAM not working. Basically, it takes me to the desktop. The only thing that is working is Command + S, is there something that I can do there?

Attach USB kbd & try else?

The keyboard is fully working but only when it boots on the desktop, I tried also with an external keyboard via USB, not working the commands.

I found the problem, was the keyboard, I forgot that I replaced it with an older model 2002, a friend gives me one from 2005 and is working with ALT and C key.
