I just installed this beta on my iPad because this bug was literally making it nearly unusable. I couldn't leave one app to get info from another without the first one relaunching.

The problem seems to be fixed, and my iPad Pro 9.7 is once again useful!

I've not run into this issue on my 11 Pro Max; I suspect because I don't multitask as much on it and it has twice as much RAM as the iPad.

There must be something else to it, as run the latest public release of iOS 13.2 (17B84) and have not experienced any of it on my iPhone 7 and iPad Air 2. The maximum number of apps that run in the background for me is between 5-7, as I close completely the ones I do not actually use.

Well there’s some more betas and the final release to go so hopefully they will track all the issues down by then, not holding my breath as 13 has been and still is a mess but you never know.
 
I’ve had great success with iOS 13. It seems iPad os may have been more buggy, but I can’t say I’ve had any types of issues more with this release than any other release. As usual YMMV.
 
Properly written iOS apps don't need to be held in RAM to remember state - perhaps you should complain to the vendors of your incorrectly written apps?
Agreed. Can you tell me who makes Safari for iOS, so that I can complain?

I keep between 5-7 apps open in the background, the rest of them are indeed force-quitted after use. Must be a good practice, as I did not have any issues with apps reloading and RAM flooding on my old devices (iPhone 7 and iPad Air 2).

LOL, that’s bad practice actually, all you are really doing there is wasting your time and battery as it takes more battery to completely open it again next time than it does from the background. Most of the time there is no need to do that unless the app is playing up, otherwise it’s pointless, more than pointless in fact. As for that being a deciding factor on you seeing the RAM management problem, that’s only a maybe as some get certain bugs, some do not.
