There was some rumor that started on a Chinese website, saying it was going to be released first in China. That’s about it though.
No, it won’t likely happen. The 2017 X never received a ‘Product Red’ color either. With the XR being offered as Product Red, I don’t see Apple offering the XS in this color.
Why would they?
The XR’s claim to fame and one of the reasons to purchase it are because of the unique colors; including red.
Apple would be cannibalizing their sales by doing that. I would be tempted to buy a red XS series though..

Except, there hasn’t been a ‘price drop’ on any iPhones direct through Apple, at least not until the fall Keynote when they announce the latest iPhones. The only price drops/incentives mid-cycle are through carriers.
I just bought an XS Max today and it was FULL price at Apple - Silicone Case, XS Max 256 Gold, Belkin Invisiglass Total $1432. OMG! It hurts to pay this. I'll be pissed if a Product Red XS Max is released after 14 days.
I can understand that’s a lot of money for you to spend for something that you hope does not get released with a ‘Product Red’ XS, but I don’t believe it will, simply because the XR already is that offering with that specific color. I think Apple will keep the colors that we have right now with silver, space gray and gold until fall 2019.

Apple doesn't owe you anything.
Everybody and their mother knows that Apple releases product Red versions of iPhones mid-cycle.
Nobody put a gun to your head and made you pay $1500 for an iPhone.

I don't think it will happen because to me it doesn't seem very easy to make that stainless steel band red. If it starts flaking it would look like complete **** very quick

If that’s your argument to the OP, then keep in mind that Apple is a publicly owned company, so they owe _everything_ to the consumer standpoint when it comes earning our business. That’s how companies like Apple thrive, because Nothing says anyone has to purchase any of Apples products. The only considerations Apple doesn’t ‘owe’ anything to the public, is any information about future product releases or specific sales numbers.
