Actually they do, at least in the US. You can pay off your new phone over 24 months with no interest or carrier involvement, and this is separate from the Apple Upgrade Plan. This one doesn't include AC+.
It's also only available in-store I believe.

iPhone Installments is what I'm referring to. It *is* only available at the physical stores though, but if you're near one just let an employee know you want the Installment plan and NOT the Upgrade plan.
