iPad Question about AppleCare for US iPad setup for UK person

It's been a while since I upgraded my elderly mother's iPad. I'll be buying one in the US at Microcenter near where I live and bringing it back for her. Should I be buying the AppleCare when I test it before leaving with my Apple ID, or should I buy it with her Apple ID when we get there and set it up?

I want to avoid setting it up to test it, skipping AppleCare sign-up, only to wipe it when I arrive, and find out the opportunity was missed.
