How can I check which phone is listed current?

The top most one is your current phone. If you don't have another iOS device or a misses/child sharing your account then the bottom one is an old backup that you can delete

From a logical standpoint, the process is straightforward. The plan is to:

1) Backup the device to iTunes (I'm assuming there won't be iCloud space available - otherwise, an iCloud backup is fine, too)

2) Restore the old backup to the device, following the appropriate procedure for iTunes or iCloud backups, as appropriate

3) Manually copy whatever stuff you need (transfer photos to computer, copy/paste message texts to email or other format, merge contacts with iCloud (or sync to computer), etc.

4) Restore the backup you made in step 1

5) Import the stuff you copied in step 3

I just deleted about 300 photos but it still has red line saying "6.2MB available on 5.0GB" I'm very confused. How come deleting photos and videos didn't do anything?

P.S- I just went to Settings > iCloud > Storage > Manage Storage instead of going to Settings > General > Usage > iCloud > Manage Storage Then I deleted my old back up name where it said "owners phone"..Now it says 2.4GB available on 5.0GB Which is better. Should everything be ok even though I just did this process and is it also ok even though I went to that steps to get there? Are they both the same thing?

Sounds like you have space now for your backup. Seems like you got this resolved.
 
This thread highlights everything that is wrong with icloud. It's NOT easy on a newbie at all. Heck it's been confusing for me at times and I've had every iphone since the 3GS.
