Question about the "Like" button

Why is it that within the "Like" Button on posts, the "Thumbs Down" option disappears from time to time. It will be there, and then suddenly it will be missing for a while, and then it comes back. Is it a limit thing? As in, you can only "Disagree" with so many posts per month and then that option goes away and comes back after a certain amount of time has passed?

Disagree only appears on news threads. Not in the rest of the forum. There is a limit per person per day but it doesn’t disappear.
