Well, it was a subsidized price. You paid for the actual cost of your phone in the monthly price of your plan. And if you chose not to upgrade after the two year lock in was up you continued to pay on that device, even though it was by then 'paid off'. Because the price never went down.
I haven't upgraded my phone in 5+ years now. After it was paid off, the price went back down to just what my plan costs. I can't imagine having paid 2.5 times the price of my current phone in that amount of time if I was still paying like the way it used to be.
So, I can't agree with you on that part. But the times, yes.
$399 would've been the subsidized AT&T contract price. If you are willing to lock into a carrier today, you can get brand new iPhones for "free" or practically "free" with 24-36 month bill credits (essentially contracts).
The non-contract retail price for a 64GB iPhone 5 back then was a lot higher at $849. Adjusting for inflation (from time of iPhone 5 launch), $849 would be around $1,225 today.

This is why I was glad when T-Mobile (my current carrier) forced the industry to abandon subsidized contracts. Under contracts, the price of your monthly bill NEVER went down when the device was paid off. So if you never upgraded, or upgraded slowly, you were still paying for that 'paid off' device months and years later.
At least now, even with promo credit shenanigans, you get a break when the device is paid off.
