Reading PC formated HDs

I am running 10.9.5 on Mac Powerbook from 2011. I would like to read files on an external HD formated for a PC.
Is there some way I can do this? I would very much appreciate any help.

It should "just work" - both common Windows formats (FAT32 and NTFS) are readable without any additional software. Does the drive show up in Disk Utility?
