For me it is a big enough deal that I’ll take a MBA over the Pro because of it.
Can I ask what is is that makes it so bad? I think the only time I ever use the F menu is to raise or lower the volume, from what I've seen you can still do all that. Does it not work right for you?
 
There is no "equal" MacBook Air when talking about a MacBook Pro. The CPU in the MBA cannot be upgraded and these two machines are actually targeted at different demographics. Keep in mind that, while performance in a refurb model can be equal to that of a new machine, there can be scratches on the outer casing that the buyer would not be aware of at time of purchase.

The keyboard is, in fact, so NOT fine that Apple instituted a four year repair program for it.

It is not so straightforward. I called the Apple Support and Apple Care team twice and none of them able to understand what that clause supposed to mean when it comes to refurbished unit. The only way to find out is to buy a refurbished unit and provide them a serial number to check its validity date for the replacement.

Because I think it's stupid and unnecessary and makes things more difficult.
