I've had exactly the same experience with my new iPhone 5. I've found wireless N at 5ghz just doesn't work (or is very slow) in may apartment. Forcing my router to 2.4 and not 5 ghz for wireless N has solved my problems. For what it's worth, I was experiencing the same issue with my iPad 3.My experience with the iPhone 5 on my home network has shown me that I'm fine when connected to 2.4ghz but on the 5ghz side of things sometimes it doesn't show a connection or it'll drop the connection while my desktop which is connected to 5ghz remains connected, strong and steady.
No slowing, just unavailable at times. The times I am connected the signal as just as strong as the other devices on my network.

You have 4-5 times the bandwidth on the upload side vs. the download side? Who is your idiot provider?
That's not my experience...My 4S is outperforming my iPhone5 in loading web pages.
My iphone 5 reads below 1 mbps both download and upload using the speedtest app with our 15/5mbps fios, but once i do a restart test it reads the normal speed. Try to restart the test and see what happens..

Try this. Run a test then switch your server to somewhere else. Seemed to restore the speed. Although I can't tell if things like the App Store or Safari is affected by the slow speed.

Comcast with a N900 from NetGear there is no problems at all. Also showing some random tests on LTE and over Wifi Connection.
